Microsoft Power Platform: AI Builder capacity packs end of sale and transition to Copilot Studio credits

Microsoft is ending AI Builder service credits sales on November 1, 2025, transitioning to Copilot Studio credits for Power Platform and Dynamics 365 AI capabilities. To streamline AI credit management and align with the broader Copilot strategy, Microsoft is transitioning from AI Builder service credits to Copilot Credits. This change simplifies licensing, improves predictability, and enables a unified experience across Power Platform and Dynamics 365. 

[When this will happen:]

General Availability (Production/Worldwide, GCC and GCCH): Rollout begins on November 1st, 2025.

  • November 1, 2025: End of sale for AI Builder service credits add-ons
  • November 1, 2025: End of AI Builder service credits included in eligible SKUs (seeded credits) for new customers
  • November 1, 2026: End of frozen amount of seeded AI Builder service credits for current customers

[How this affects your organization:]

Who is affected: Admins managing Power Apps, Power Automate, and Dynamics 365 Finance environments that currently include or purchase AI Builder service credits.

What will happen:

Licensing and credit transition

  • AI Builder service credits will no longer be available for purchase after November 1, 2025. AI tools and capabilities (AI Builder) will now use Copilot Studio capacity.
    • Copilot Studio capacity is available via the Copilot Studio prepaid Copilot Credits subscription or Copilot Studio pay-as-you-go.
  • Existing paid AI Builder service credits (purchased in AI Builder capacity packs) can continue to be used until expiration or renewal.
    • Current customers must purchase Copilot Studio capacity to continue using AI tools and capabilities once their AI Builder service credits expire.
  • New customers must purchase Copilot Studio capacity to use AI tools and capabilities (AI Builder)
  • Makers can access, train and test models in AI Builder pages in Power Automate and Power Apps portals without additional licensing checks.
  • AI Builder trials (200,000 credits for 30 days) will be discontinued after November 1, 2025.
  • Admins can allow or block drawing from available Copilot Credits capacity through Power Platform admin center Licensing.
SKU and overage changes
  • Existing seeded AI Builder service credit amounts will be frozen on November 1, 2025: this capacity will be renewed each month until November 1, 2026.
  • For new purchases, seeding of AI Builder service credits will end on November 1, 2025, for the following SKUs:
    • Power Apps per app
    • Power Apps Premium
    • Power Automate Premium
    • Power Automate Process
    • Power Automate Unattended RPA add-on
    • Power Automate Hosted RPA add-on
    • Dynamics 365 Finance
    • Dynamics 365 Finance Premium
  • Overage management will be simplified starting November 1, 2025:
    • In case of overage or unavailability of AI Builder service credits, events using AI Builder service credits will try to fall back to Copilot Credits.
    • Extension requests for AI Builder overages will no longer be supported.
    • The “important overage” designation will be retired: fallback to Copilot Credit happens when AI Builder service credits capacity is consumed. Features will then be blocked when Copilot Credit capacity is exhausted.

  • Review your current AI Builder service credit usage in the Power Platform admin center and plan for transition to Copilot Credits.
  • Communicate this change to your internal stakeholders and helpdesk teams.
  • Update internal documentation to reflect the new consumption model and overage policy.
  • Inform makers and admins about the upcoming AI Builder page access and fallback mechanisms.
